Position Summary:
The NOC Change Management Engineer II plays a key role in maintaining the stability and integrity of the wireless network by supporting and advancing the organization’s Change Management practices. This position is responsible for evaluating, coordinating, and managing planned changes within the network infrastructure and supporting tools to minimize operational disruption. The ideal candidate will bring experience with change control systems, strong communication skills, and a proactive approach to risk mitigation and process improvement.
Key Responsibilities:

Drive proactive change management initiatives to support operational stability within the wireless network.

Participate in the evaluation and approval process of maintenance and change requests, ensuring alignment with technical standards and business impact thresholds.

Develop, maintain, and enforce network moratorium periods, including work stoppages and change freezes during critical operational windows or key business events.

Assist in the configuration, enhancement, and ongoing governance of ServiceNow and CMDB (Configuration Management Database) platforms to ensure accurate asset and change tracking.

Contribute to the design and continuous improvement of the enterprise-wide change management framework, including workflows, governance, communication protocols, and compliance standards.

Develop and maintain scalable scheduling processes for change requests, leveraging tools such as ServiceNow and JIRA to streamline intake, review, and approval workflows.

Monitor and report on key performance indicators (KPIs) for the change management process, including change volumes, success rates, failure rates, and post-implementation impact assessments.

Establish and refine success and failure criteria for network changes, including root cause analysis for failed changes, incident escalation protocols, and structured post-mortem reviews.

Create and manage dashboards for real-time visibility into change activities and their impact, aiding NOC personnel in daily troubleshooting and situational awareness.

Perform other related duties and responsibilities in support of network operations and change management initiatives, as directed by leadership.
Preferred Qualifications:

Bachelor’s degree in computer science/electrical engineering preferred or 5 or more years of professional experience as a NOC engineer or change engineer in a large enterprise NOC

Possess Configuration Management (CMDB) knowledge

5+ years of experience in a Network Operation Center with a focus on change management
-
2-5+ years of experience working within the Wireless Industry (3GPP)

In depth understanding of the NOC Operating Model

FCAPS or ITIL – ServiceNow experience is a plus
