Position Overview
We are seeking a senior-level IT Strategy & PMO Transformation Consultant to lead the modernization of an enterprise Project Management Office into an AI-enabled, shared services operating model.
This role will operate in a dual capacity:

30–50% Project Management Leadership covering enterprise initiatives as needed

50–70% PMO Transformation & Governance Design
The ideal candidate is a hands-on transformation leader with deep experience in PMO redesign, portfolio governance, financial controls, AI-enabled reporting, and enterprise stakeholder engagement.
This position requires executive-level presence and the ability to design scalable systems while continuing to deliver on active enterprise programs.
Key Responsibilities
I. Enterprise Project Management (20–50%)
Project Delivery Leadership

Lead full lifecycle PMP-aligned project management processes: initiation, planning, execution, monitoring, and closing

Develop and manage key project artifacts including:

Project Charters

Risk Registers

Communication Plans

Detailed Project Schedules

Benefits Realization Plans

Facilitate formal stage-gate reviews and governance approvals

Manage scope, schedule, cost, and risk with disciplined change control

Provide enterprise reporting via ServiceNow PPM, SAP BPC, and Power BI

Lead project closeout, lessons learned, and benefits realization documentation

Ensure adherence to governance, financial controls, and ethical standards
II. PMO Transformation & Portfolio Governance (50–80%)
PMO Operating Model Redesign

Redesign PMO into a scalable shared services model
-
Define roles, RACI structures, service catalog, and governance framework
-
Optimize intake, triage, prioritization, and onboarding workflows
-
Standardize stage gates, reporting cadence, and controls
-
Align portfolio prioritization with OKRs and value realization
AI-Enabled PMO
-
Implement AI-driven workflows for:

Automated status reporting
-
Risk sensing
-
Resource forecasting
-
Document generation
-

Deploy tools including Microsoft Copilot, Power Automate, and Power BI
-
Develop data models and portfolio dashboards for enterprise visibility
Financial Governance & Value Analytics

Integrate CapEx/OpEx tracking and forecasting

Embed financial controls and variance analysis
-
Link portfolio investment decisions to measurable business outcomes

Implement benefits tracking and ROI optimization models
Business Relationship Management (BRM) Integration
-
Integrate BRM demand shaping with PMO governance
-
Establish joint quarterly planning cadence
-
Define shared KPIs including:
-
Idea-to-approval SLAs
-
Strategic alignment metrics
-
Demand conversion rates
-

Develop playbooks from ideation through delivery transition
Enterprise Architecture Office Integration

Partner with Enterprise Architecture leadership to:

Define EA governance structure
-
Establish principles and standards
-
Integrate architecture checkpoints into intake and stage gates

Align capability-based planning to portfolio decisions
-
Change Management & Enablement
-
Develop and execute enterprise change strategy

Deliver training curriculum for PMs, BRMs, and stakeholders

Conduct workshops and executive briefings
-
Facilitate organizational adoption of new governance structures
Stakeholder Engagement

Partner with Business Planning, Project Sponsors, and Execution Sponsors
-
Confirm funding, resource alignment, and enterprise prioritization
-
Provide executive-ready status reporting and decision support

Required Qualifications
-
10+ years IT Project Management experience
-
7+ years leading enterprise PMO or IT strategy functions
-
Proven PMO redesign experience (operating model, governance, intake, portfolio management)

Demonstrated implementation of AI/analytics in PMO decision support
-
Strong financial governance experience (CapEx/OpEx, forecasting, benefits realization)
-
Experience in organizational design and RACI modeling
-
Experience managing multiple concurrent enterprise-level initiatives
-
Experience in regulated or utility environments preferred
-
Strong proficiency in ServiceNow, JIRA, Clarity, Power BI (SQL or Business Objects experience required)

Exceptional executive stakeholder management skills
Preferred Qualifications

PMP certification

PMI-ACP or Agile Product Owner

MBA (IT or Finance focus preferred)

TOGAF, BRMP, ITIL, COBIT, SAFe, Prosci certifications

Experience building new PMO teams or enterprise governance functions
